Compared to traditional planning approaches, planning for adaptation to climate change must place more emphasis on high uncertainty, rapid change, and complexity to improve prospects for disaster resiliency. There is an increasingly large body of work that identifies key dimensions of high-quality planning documents and efforts, but do current plans—even good ones—allow for the adaptability and flexibility required to respond to a changing climate?
