William Waugh

William Waugh, Jr. is editor-in-chief of the Journal of Emergency Management. He also serves on the EMAP Commission that sets standards for and accredits state and local emergency management programs and on the board of the Council for the Accreditation of Emergency Management Education that accredits academic programs. From 2000 to 2006, he served on the CEM Commission that administers the top national credential for professional emergency managers. From 2007 to 2010, he participated in the U.S. State Department’s Senior Crisis Management Seminar to introduce senior foreign officials to the practice of crisis management. He has also been an associate PI in the DHS Center for Natural Disasters at the University of North Carolina at Chapel Hill. Waugh is the author of Living with Hazards, Dealing with Disasters; Terrorism and Emergency Management; and International Terrorism: How Nations Respond to Terrorists; and the coeditor (with Kathleen Tierney) of Emergency Management: Principles and Practice for Local Government, 2nd Ed.; (with Richard Sylves) Disaster Management in the U.S. and Canada; (with Richard Sylves) Cities and Disasters; and (with Ronald Hy) Handbook of Emergency Management, as well as over 200 articles, chapters, essays, and reports published in the U.S., Canada, Europe, and Asia. His current research focuses on inter-organizational, inter-sector, and intergovernmental collaboration and community resilience.
