What You Need to Know: Updates to FEMA’s Hazard Mitigation Assistance Program and Policy Guide
Webinar Description:
The Federal Emergency Management Agency (FEMA) recently released an updated Hazard Mitigation Assistance Program and Policy Guide with new criteria for assistance amounts, hazard mitigation plan requirements, and eligible mitigation projects. Additional guidance for drought, wildfire, extreme temperatures, and air quality mitigation activities are also included.
The changes reflect new opportunities for communities to plan for and conduct mitigation activities using the four grant programs outlined in the guide—the Building Resilient Infrastructure and Communities Program (also known as BRIC), Flood Mitigation Assistance, the Hazard Mitigation Grant Program, and the Hazard Mitigation Grant Program Post Fire.
Join FEMA representatives as they review these important changes to mitigation assistance policies, with a focus on how state and local governments, tribes, and territories can leverage these programs to advance community resilience efforts. There will be time at the close of the session for participants to interact with speakers and ask questions about the updates.

Jessica Fleck (she/her) is a program analyst at the Federal Emergency Management Agency (FEMA) who specializes in the research, analysis, and development of hazard mitigation assistance policy and guidance. Before joining FEMA, she was a senior resilience planner at Dewberry where she supported hazard mitigation and resilience planning efforts. Fleck also has experience as an investment banker. She received her undergraduate degree from Indiana University in finance and international business and her master's degree at the University of Colorado Boulder in environmental policy and management, with a graduate certificate in emergency management and homeland security from the Denver campus.
Jade Payne (she/her) is program analyst and policy lead at the Federal Emergency Management Agency (FEMA) where she leads select policy analysis, development, implementation, and evaluation work for hazard mitigation assistance programs. Payne has previously worked as a resilience planner and project manager at Dewberry, where she supported and led resilience projects for federal, state, and local clients focused on hazard mitigation policy, climate adaptation planning, and risk communication. She holds a bachelor’s in environmental studies from the University of Central Florida and a master’s in climate and society from Columbia University.
