Compound Disasters: Assisting Survivors with Displacement and Recovery

Louisiana was hit particularly hard by landfalling hurricanes in 2020—Hurricane Laura struck in August, followed by Hurricanes Delta and Zeta in early and late October. Areas surrounding the path of these storms experienced severe damage and displaced residents coped with multiple disaster impacts along with the stresses of the COVID-19 pandemic. As the impacts of climate change increases steadily, such situations are likely to become more common and at-risk populations will feel the effects more acutely. This panel will explore whether U.S. disaster assistance policy is organized in ways that help affected populations recover from multiple disasters; steps to ensure that those displaced can return to their homes, and the impacts of current policies that refer aid responsibilities to state and local governments.
