The World Health Organization is increasingly focusing on ways to improve public communication during outbreaks and epidemics by using lessons learned from research on hazards and disasters. At the same time, here in the United States, emergency alert policies and practices are evolving as technologies such as the Wireless Emergency Alert system continue to develop. What challenges are associated with effectively communicating during outbreaks and emergencies, especially with respect to vulnerable populations, such as people with disabilities?
