Disaster risk management is undergoing noteworthy changes, including a movement toward a globalized system. At the same time, local disaster risk management initiatives abound, raising the question of how global-local interfaces can be created and maintained. Such linkages have the potential for enhancing local capacity without the heavy investment otherwise required to develop those capacities in isolation.
