Whole Community Approaches: Engaging and Empowering Vulnerable Communities

A whole community engagement approach to disasters requires all members of a community to be included in preparedness, response, and recovery—particularly those who may not think of themselves as emergency first responders. Research and experience tells us that the voluntary sector—ordinary citizens, community and faith-based organizations, and other civic entities—play a vital, although unofficial, role in disaster response. This session will explore lessons learned from previous disasters and community initiatives to build communities that connect citizens and grassroots organizations with disaster response systems.
