Carolina Van Horn serves as the deputy director for the Governor’s Office of Climate Preparedness and Disaster Recovery, strengthening the state's disaster recovery capacity and preparedness through policy and implementation in partnership with entities, including state agencies, federal partners, survivor groups, and the research community. Prior to joining the state, Van Horn worked with communities across the country, designing and implementing their recovery strategies and programs. Carolina's experience includes managing the Federal Emergency Management Agency Public Assistance grants, U.S. Department of Housing and Urban Development Community Development Block Grant Disaster Recovery Action Plan development and program implementation for communities from the Caribbean to California, and strategy, design, and implementation of COVID-19 recoveries in service of cities, states, and counties across the nation. Van Horn earned her master's in urban and regional planning from the University of Colorado Denver with an emphasis on resilience and housing.
