Mass Sheltering During Multiple Extreme Events

Congregate shelters—whether designed to address homelessness or emergency needs—have similar constraints in terms of staffing, safety, and the provision of physical and mental health services. This is especially true in the era of COVID-19 where both shelter staff and potential users might have concerns about virus transmission and where extra precautions to limit risk can be expensive and onerous. Panelists will discuss how COVID-19 has impacted shelter usage, set-up, staffing, and public messaging, and other concerns.
