Gabor Holtzer serves as a research associate and program coordinator for the Pulte Institute for Global Development within the Keough School of Global Affairs at the University of Notre Dame. He primarily supports the research of the Pulte Director, Professor Tracy Kijewski-Correa, concerning responses to infrastructure vulnerabilities and resilience and sustainability of hazard-exposed communities. Holtzer holds a JD from the Pázmány Péter Catholic University and a master's in global affairs from the University of Notre Dame.
