Metrics for Community Resilience: What Counts, Why, and How?

For the past few years, federal agencies such as the National Academies, organizations such as the Rockefeller Foundation, and industries such as the reinsurance industry have been engaged in efforts to conceptualize and measure community resilience. This session will put these efforts into perspective and provide a forum for discussing questions like how is resilience measured, how are baselines established, and how are data maintained? What risks and opportunities are created when resilience metrics are employed? What strategies are needed to engage communities in resilience-monitoring efforts?
