Elaine Montes works in the Office of Climate Resilience within Philadelphia’s Office of Sustainability, focusing on resilient infrastructure and floodplain management. She leads the city’s Flood Risk Management Task Force, a consortium of city departments that collaboratively identifies flood risk reduction strategies. Montes also works closely with federal, state, and local partners to facilitate flood resilience programs and projects, and expand accessibility of flood preparedness resources for Philadelphians. She graduated from the University of Massachusetts, Boston with a master’s in environmental science and is a certified floodplain manager.
