Rachel Morineau began her nonprofit career over 30 years ago, supporting a multitude of community members ranging from foster youth to struggling families, volunteers, elderly, and adults from various socioeconomic backgrounds throughout the lower Southern California areas. As a prominent community engagement director, she has played key roles in developing the Chula Vista Promise Neighborhood Initiative (CVPN). The CVPN initiative is one of 21 community sites in the Nation, designed to bring new opportunities and pathways of success to the students and families living in the most underrepresented areas of San Diego. Her team of community health workers (CHWs)/promotores have expanded their efforts in providing the tools that emphasize the importance of volunteerism, community engagement, and understanding city systems to create policies that drive positive changes. Morineau is experienced in collaborating with city mayors, council members, community resident leaders, key stakeholders, and other influential city leaders advocating for improved strategies to mitigate the effect of disasters on a community. Morineau sits on the San Diego County Social Services Advisory Board and readily provides program, policy, and process advice on how to better support individuals. Morineau is also one of the founding members of the San Diego County Promotora Coalition designed to help support the unique roles that CHWs/promotores play in improving the health and well-being within their communities. Most recently, she has been appointed to Council Member Morineau on the Chula Vista City Council, where she continues to exemplify a unique blend of familial devotion and unwavering dedication to her public service.
