Ray Chang is an assistant professor in the Department of Security and Emergency Services at Embry-Riddle Aeronautical University - Worldwide Campus. He earned his PhD in disaster science and management from the University of Delaware and his master’s degree in fire service administration from Arizona State University. Before he pursued his doctoral degree, Chang was a fire officer in a Taiwanese fire department, and he was in charge of developing response plans for the long tunnels, high-rise buildings, and subway stations in Taiwan.

Chang published several papers relevant to disaster response and preparedness. He earned multiple grants from governmental agencies and private sectors to help them organize and implement multiagency disaster exercises and establish a company-wide, all-hazards approach-based Emergency Management (EM) system. He is currently updating the Homeland Security Exercise Evaluation Program (HSEEP) for the Taiwanese Office of Homeland Security in the Executive Yuan.

Chang is interested in bridging the gaps between practitioners and researchers and the EM systems between the U.S. and other countries. As a result, Dr. Chang co-leads two Special Interest Groups (SIGs) in the FEMA Higher Education Program to further discuss those issues relevant to international EM, theory, and research.
