Stephen Carruth is a senior advisor in the Federal Emergency Management Agency's (FEMA) Mitigation Directorate and is currently servicing as acting program manager for Community Disaster Resilience Zone Act Implementation. Carruth has worked at FEMA since 2007 and has served in various roles across FEMA including deputy director of FEMA's Office of Enviornmental Planning and Historic Preservation, Senior Advisor to the Federal Insurance and Mitigation Administration (FIMA) where he led the successful reorganization of FIMA with a focus on customer delivery, and as the civil emergency planning ffficer at the U.S Mission to North Atlantic Treaty Organization (NATO) where he served as the U.S. permanent representative to the NATO Civil Emergency Planning Committee.
