Lawrence Frank has a master’s in city and regional planning and is an experienced hazard mitigation subject matter expert, principal resilience planner, and senior project manager. He has over 30 years of experience in the disaster recovery, resilience, and hazard mitigation fields and has helped numerous communities recover and rebuild stronger after devastating disasters. The disasters range from catastrophic level hurricanes like Hurricane Helene in Florida and North Carolina to wildfires and the subsequent fire after flooding risk in Colorado, California, and New Mexico. He has a particular interest in protecting critical infrastructure like electrical power systems. In 2023, he led the effort to complete an innovative Electrical Grid Resiliency Plan for the State of North Dakota.

Frank currently serves as the AtkinsRealis Director of State and Community Infrastructure Resilience. He has worked extensively at all levels of government (federal, state, local, tribal, and territorial) on Federal Emergency Management Agency recovery and mitigation planning/grant programs during his career. His focus is helping the communities recover in a way so they are more resilient before the next storm or hazard event. Frank is a Certified Floodplain Manager as well as a Certified Planner (American Institute of Certified Planners). He is also a member of the American Planning Association and has volunteered time through the Hazard Mitigation and Disaster Recovery Planning Division in helping develop the film about resilient recovery and hazard mitigation called “Planning to Turn the Tide”.
