Lindy Lowe

Lindy Lowe is Eastern Research Group's (ERG) Director of Infrastructure, Ecosystem, and Community Resilience, leads ERG’s Oakland office, and is the head of the Resilience practice area. She has over 20 years as a hazard and climate resilience specialist and over 25 years of experience in land use and environmental law, policy, and science. She has designed and led climate and hazard resilience programs, projects, and policy efforts within California and across the country. As a part of this work, Lowe has facilitated and provided technical and policy support to partner and community engagement processes, technical advisory committees, agency working groups, and regional collaboratives. She has over 15 years of experience building capacity with community members and organizations and developing participatory processes to advance equity and climate justice work. Lowe has led and supported projects designed to reduce risks of coastal storms, sea level rise, inland flooding, earthquakes, wildfire, heat, drought, tornadoes, hurricanes, and other extreme weather and climate events. She has designed and supported multi-sector climate projects and programs at the national, regional, state, and local scales. Prior to joining ERG, Lowe partnered with the National Oceanic and Atmospheric Administration to create the nationally recognized Adapting to Rising Tides Program, designed to catalyze community-based resilience, as well as being part of the team that supported the development of the Environmental Protection Agency's Regional Resilience Toolkit. Lowe has focused much of her work on building community and ecosystem capacity to existing and projected hazards.
