Manann Donoghoe

Manann Donoghoe is a senior research associate at the Brookings Institution, conducting policy-oriented research for the Center for Community Uplift. His work focuses on understanding the drivers of community-level climate resilience and recommending new policies to make our disaster management system more effective, efficient, and equitable. Donoghoe has extensive climate justice and environmental policy experience at both the international and domestic levels. Prior to his current role, Donoghoe worked on adapting social protection systems to target resilience and mitigation alongside poverty alleviation, including with the World Bank, Red Cross Red Crescent Climate Center, and the University of Oxford. Donoghoe has also served as an environmental economist for the Australian government and has published on issues related to environmental racism, COVID-19 economic and housing policies, food security, sustainability, and water policy. He holds a master’s degree in human geography and environmental governance from the University of Oxford and a bachelor’s degree in resource economics from the University of Sydney. He is driven by a desire to improve the effectiveness and inclusiveness of public policy through rigorous and contextualized social science research.
