A Community Cultural Framework for Equitable Disaster Recovery

Conventional approaches to disaster recovery have the potential to sideline marginalized communities and reproduce racialized inequities by obscuring local expertise, cultural assets, and community leadership. Drawing on examples from three North Carolina communities, this session will examine how disaster survivors of color mobilize familial, linguistic, social, aspirational, and spiritual capital in recovering from climate-related disasters. Panelists will explore how a Community Cultural Framework, rather than assumed vulnerability, can reshape conceptions of disaster recovery in communities of color and low-income communities to achieve more just recovery outcomes.
