During disaster, federal agencies deploy to affected areas to offer various forms of technical and humanitarian assistance. When a catastrophic event occurs, this can mean that most of our federal human and material resources are being used simultaneously. The past two years of record-breaking disasters have shown us that, increasingly, these events are occurring back-to-back—or at times overlapping—with no downtime in between. This pattern raises the question: How can federal agencies adequately respond to all major disasters, when there may be only enough resources to respond to one event at a time? In this session, panelists will discuss how federal agencies converge after major disasters, with a particular focus on how they overcome the challenges of limited resources in the face of ever-growing need.
