Out of Harm’s Way? Home Buyouts and Coastal Retreat

Coastal and other types of flooding are becoming more frequent and intense, posing significant challenges to communities that are plagued by recurrent floods. One response is to offer residents home buyout plans so they can relocate outside of high-risk areas. While the intention is to reduce risk and save lives and property, , research points to unintended consequences that can impede recovery outcomes for both affected and neighboring communities. Panelists in this session will discuss challenges and opportunities around buyout programs and their execution and propose other adaptation measures that might be more viable.
