Emergency managers navigate complex challenges and constraints to reduce harm and protect their communities. This session will share findings from the Emergency Management Organizational Structures, Staffing, and Capacity Study, a multi-agency collaboration focused on gathering insights about the factors that influence emergency management capacity for local, tribal, territorial, and state-level authorities. Panelists will discuss the organizational characteristics—including structure, staffing, funding, and activities—that shape an authority’s ability to handle often competing demands. They’ll also highlight potential weaknesses in the current emergency management landscape as well as the creative solutions that emergency managers across the nation have used to meet local needs.
